Liaoning police cracked down on electric fraud and returned 230 million yuan.
Since the beginning of this year, the province’s public security organs have severely cracked down on telecommunication network fraud crimes, and made every effort to recover the economic losses of the people with the greatest strength, the fastest speed and the best measures. At present, more than 18,000 criminal suspects have been arrested, 3.096 billion yuan of fraudulent funds have been frozen, and more than 230 million yuan of defrauded funds have been returned, resolutely guarding the "money bag" of the people.
In recent years, telecommunication network fraud has become the fastest-growing criminal offence, which seriously affects people’s sense of acquisition, happiness and security. The "Joint Disciplinary Measures for Telecommunication Network Fraud and Related Crimes" (hereinafter referred to as "Disciplinary Measures") jointly issued by the Ministry of Public Security and other four departments has been officially implemented this month.
According to the relevant person in charge of the Criminal Investigation Bureau of the Provincial Public Security Department, from the anti-fraud practice in recent years, the "two cards" illegal and criminal acts involving telephone cards and bank cards are the areas where telecommunication network fraud occurs frequently. The implementation of the "Disciplinary Measures" should not only punish those who engage in telecommunication network fraud crimes and related crimes, but also punish those who illegally buy, sell, rent, lend telephone cards, bank cards, online accounts, internet accounts, payment accounts, etc., but do not constitute a criminal offence. This will once again sound the alarm for illegal lending and trading of "two cards", increase their illegal costs, and increase their shock.
In view of the severe crime situation of "two cards" in recent years, Liaoning public security has carried out a series of rectification actions, and successively launched three "flurry actions" to squeeze the crime space involving "two cards" and put the people involved in "two cards" into the blacklist of untrustworthy subjects for punishment; Highlight the listing of regions and industries involved, and compact the main responsibilities of banks and operators and the regulatory responsibilities of competent departments. At the same time, we set up special classes for "police communication", "police banking" and "police letter" to comprehensively improve the governance efficiency, and jointly shut down "zombie cards" and closed "silent cards" for 37 state-owned banks and commercial banks with Shenyang Public Security Bureau; Relying on the implementation of the card opening code system by the Provincial Communications Administration, the risk of newly opened mobile phone cards involved was greatly reduced, and the number of newly opened mobile phone cards involved in the province decreased by 59.46% year-on-year, with remarkable results.
In order to strictly implement the relevant provisions of the Disciplinary Measures, the province’s public security organs will establish and improve an all-round and multi-dimensional three-dimensional disciplinary system, continuously strengthen the source management and comprehensive management, actively communicate and coordinate with relevant departments such as the Liaoning Branch of the People’s Bank of China and the Provincial Administration Bureau, and further curb telecommunication network fraud and related illegal and criminal activities. At the same time, they will deploy criminal investigation and anti-fraud departments in various cities in the province to effectively promote the publicity and education activities of law popularization, guide the masses to raise their legal awareness, and build a "firewall" for anti-fraud security in the province.
The Provincial Public Security Department reminds the broad masses of the people to raise their awareness of prevention, not to sell, rent or lend their bank accounts, payment accounts and digital RMB wallets to others, not to provide their own payment codes to others for receiving and transferring funds of unknown origin, and not to participate in illegal and criminal acts such as helping fraudsters set up call transfer equipment, promoting drainage and transferring fraudulent funds.
