These accidents took away fresh lives, and some people gave such big trucks a nickname — — "Catastrophic car". Many of these large trucks have been illegally assembled and modified, which are extremely long and wide and extremely unsafe, so accidents occur frequently. Where did these trouble-making trucks come from? How was it modified?
Every year, the busy farming season is also the peak season for the sale of agricultural vehicles. At the gate of an agricultural vehicle factory in Wulian County, Rizhao City, Shandong Province in early spring this year, a large number of trucks stopped at the gate of the factory every morning from 7 o’clock, waiting to be loaded. The driver told reporters that these trucks are almost 17.5 meters long and 3 meters wide except for the tractor in front. In the local area, trailers of this size are mainly used to transport agricultural vehicles. Just before loading, these trailers turned into "Transformers". The first measure of deformation: swing the cross frame. Before loading, drivers should put about ten transverse frames on the trailer; The second measure of deformation: heightening. In addition to placing the cross frame, the reporter found that all trailers ready to load will set up a shelf at the end near the front of the car; The third measure of deformation: elongation. There is a quite hidden device at the tail of the trailer, which can be pulled at will like a drawer.
After three strokes, the deformation is complete. What will these deformed trucks look like after loading? A semi-trailer is full of 20 agricultural vehicles, two in a row. The front wheels of the first row of agricultural vehicles are hung on the shelf at the front end of the semi-trailer, and the front wheels of the latter row of agricultural vehicles are hung in the hopper of the previous row, so they are stacked in a row for ten rows. This behemoth is struggling to turn a corner, and the trailer full of goods is a big circle fatter than that without goods. The cross frame supports the parts on both sides of the agricultural vehicle that exceed the width of the trailer. The part that can be pulled out at the tail of the trailer is to lengthen the body, and more agricultural vehicles can be put.
Article 16 of the Road Traffic Safety Law stipulates that no unit or individual may assemble a motor vehicle or change the registered structure, structure or characteristics of a motor vehicle without authorization. The Regulations for the Implementation of the Road Traffic Safety Law also makes detailed provisions on the nuclear load, length, width and height. Vehicles will have a certain blind spot when driving on the road, while trucks will have a bigger blind spot because of their longer and wider bodies. Drivers say that modified cars are nothing new here. Seven or eight hundred trucks in several teams in the county are modified semi-trailers. After six or seven years, they have all been "deformed" in this way and transported agricultural vehicles to all parts of the country. The purpose of lengthening and widening is to pull more agricultural vehicles.
The state has a set of very strict examination and approval procedures for related enterprises engaged in semi-trailer production, with the aim of preventing hidden dangers from getting on the road. Even if these modified semi-trailers have been produced, if you want to drive on the road, you have to go through strict inspection procedures before you can get the driving license and operating procedures. It is impossible for illegally modified cars to get the driving license and operating procedures through inspection.
In the interview, the reporter found that there are many modified trucks, the tractors are licensed locally in Shandong, and the trailers are licensed from other places, such as Kyrgyzstan, Heilongjiang, Jiangxi, Mongolia and so on.
These modified trailers are actually produced locally, which can be DIY or ordered. Manager Yu of Anshun Automobile Transportation Company said that you can buy licenses and procedures with money. The reporter dialed the phone number of the person in charge of Liangshan Yuantong Special Vehicle Production Co., Ltd. provided by Boss Yu. The other party said that 36,000 yuan plus 3,000 yuan for car inspection every year would buy a set of special procedures for special cars, and even the annual inspection could be avoided. If it’s too expensive, there are cheaper ones. Obviously, the three trailers are not the same, but they all have the license plate of "Lu L J228", which is called "deck car" locally. The manager of a local garage said that it is not difficult to get a "deck" here, as long as you spend money, you can get it.
With a casual search on the Internet, it is easy to find local manufacturers who can customize and modify trailers according to customers’ needs, and also sell a full set of procedures. It seems that it is not difficult to enjoy the one-stop service of refitting cars and supporting procedures in the local area.
As long as you get the money, you can do all the modification, production, licensing and annual inspection. Such a large-scale illegal act has existed for a long time. Is it really nobody’s business? Let’s first look at the regulatory authorities involved in the production of large trucks. First of all, production is jointly managed by local industrial and commercial departments and quality supervision departments. After going on the road, there is also a transportation management department to supervise and inspect the driving license and operation license of transport vehicles. If the traffic police department of public security encounters an illegally modified vehicle, it may impose a fine according to law and require the owner to restore the original appearance of the vehicle. The highway department also has the right to punish and manage over-limit and overloaded transport vehicles. Since there are so many departments in charge, how did these illegally modified large trucks get through these checkpoints?
Because there is no fixed checkpoint on the main road of the expressway, drivers say that as long as they get on the expressway, the chances of encountering traffic police to check the vehicle are very small. To check, there are fixed checkpoints on this section of the highway from Wulian County to the expressway. Trucks that are modified like them, and have long and wide transportation should be checked, but drivers say that it is not difficult to get on the expressway at all.
The reporter decided to find out. It is more than 40 kilometers from Wulian County to the nearest Qinglan Expressway entrance, and there are three checkpoints on this road. At the first checkpoint where the big truck leaves Wulian County, around 4 pm, a truck full of agricultural vehicles passed by the checkpoint, and the traffic police sitting in the booth did not respond, neither stopped nor handled it. The big truck successfully passed the first checkpoint. Ten kilometers later, in Zhucheng boundary, when the big truck passed the second checkpoint, the traffic police not only didn’t stop it, but let it go with a wave of his hand. The intersection of Zhucheng electric power gas station is the last checkpoint before the big truck gets on the expressway, so the traffic police simply ignore it.
The reporter asked the traffic police why they didn’t care. The traffic police said that Wulian County would be fine if it was fined. However, when this modified truck came out of Wulian County, it was not stopped for inspection at all. How can we punish it? The road officials in a road inspection vehicle opposite also turned a blind eye to this super-wide and super-long truck. The road inspectors said that they would only check vehicles except accidents.
Regardless of the management, the refitted large trucks can naturally break through Sandao Pass and easily enter the Qinglan Expressway. Why do all the departments that should be managed choose to release them? According to the driver, as long as 200 yuan, the special "guide", is given money, the modified truck can be safely put on the road. Who the hell is this guide? After several inquiries, I finally got the phone number of this guide from a driver, and the other party said that if I gave it to 150 yuan, I would be able to take the expressway.
Why can these modified big trucks be unimpeded when they are given money? How this money works is invisible and intangible. However, these super-wide, super-long and super-high modified trucks are driving on the expressway one by one and heading for all parts of the country.
It’s really treading on thin ice that large trucks have been illegally modified and transported on the road, and this phenomenon is not uncommon in the whole country. Why do big trucks become "disaster vehicles"? In every link of assembling and refitting the whole chain, there is the shadow of this word everywhere — — Lee.
